Default Wonky website behavior?

Thoughts would be appreciated. Been working on a site and sometimes on
refresh
the CSS was not being recognized. Other times I was told I was forbidden
from viewing
my own site. It is on MIS so I wonder if maybe another attack is going on?
If not anyone have thoughts as to what else could cause that behavior?

Not that I think it is relevent but just before this started happening my
net connection
went wonky so I unplugged the modem for a bit.

Okay. behaviour is spelled with a 'u'.

Poor spelling? Americanisms? A lack of cannabis?

Have you deleted the "temporary internet files" so as to force a
reload of cached info?

LOL. it can be spelled both ways. =)
Sometimes I do add the U but not always.
