I transferred some names to them. No problem. My guess would be that
the problem lies with the releasing registrar.

Network Solutions in particular were quite crafty. They sent me an
email which read as if I must phone them for the transfer to go through.
I managed to read between the lines, and saw it for the last-gasp
attempt to keep the customer that it was, and didn't bother phoning
them. The name was transferred without a problem.
