Default How do you insert space on a page?

I have about 40 small pictures and various layers with text (all in
separate layers). My friend needs some more pictures added up at the top,
but I'd hate to have to work from the bottom and drag all the existing
layers down just to add some space up at the top to add a few more pics. I
tried to drop a cursor down and hit "enter" but that does nothing (except
move the cursor). Also, I tried to highlight and move all the layers but
that doesn't work. My friend has had me make many changes like "put this
picture here or there", and it's becoming a pain without having an "add
space" function. I looked all around FrontPage but couldn't find anything
about adding space. Please tell me Microsoft didn't overlook such a basic
feature? Thanks.

What do you mean by adding space? URL?

I simply mean how do you add more space? If you have a ton of layers
and elements on a page, how do you insert space so that you can add more
stuff in a particular area? As it is now, it won't let you drop a
cursor and hit enter. You have to click and drag each layer/element
down from the bottom to add space at the top. Adding space. Add space
in an area so as to free up sapce for additional pics/layers/etc.. I
thought I was clear. I still haven't figured out how to do it. I think
they did overlook a function for this.

frontpage has always been like that

sometimes you have to go into the source code... find the area you are
dealing with and add a "<br>" or something
then go back to wysiwyg mode and you will have space to work with again

(maybe there is a better way but that is what I have always done)

I dont know why they have never done anything about this ?

Try using Shift enter
