Default FP2k3 Active Content?

I have created a website using FP2K3 with no Java, no Active content (to my
knowledge) and no other manual coding of any kind. The page does include
animated gifs and some jpegs.

On I.E.6 client, on WXP, every time I access this site (even on the local
machine from clicking on the html file itself) I get an WXP message stating
"this page contains Active content" in the Information Bar. As far as I
know there is no active content. I know I can simply allow active content in
my I.E. config, that's not what I want. I want to exclude active content
from the page totally.

I'm guessing that this is due to some setting I have enabled in FP. But I
can't find it.

Can someone help? Is there a setting in FP that if simply "enabled" would
cause this, even if no actual Active content were present?
