Online web pages creator

Is there an online service or PHP script that allows to create a web site
from scratch?
This would be a sort of Publisher but online and any newbie could create a
good looking web site with tools based on Javascript...
Maybe there is already such a tool. Do you know about one?

Look up CMS or RTE on HotScripts.com I think is about the only advice I
can give,

I think you need to grow up - or better yet don't reply.

Try hotscripts.com for a PHP solution. I've used Xoops in the past -
nice product, and free.

I have created something like that with javascript, but it's not meant
to do the entire page:

There are also some CMS systems that utilize older versions of it (I
believe Xoops has a module for that), but I haven't seem any updates
for the lastest version since that was just released within the last
week.
