Default want to be able to update a field 'current conditions' from MS Access or a batch file?

I am looking for a way to set up a field on a web page: Called NOTES Then
I want to set up a batch pgm that will allow a (non technical) person to
change field NOTES to update it with daily information or weather
conditions.



I want the batch pgm to be able to ftp and update that field on my web site
to specific typed in text. Maybe with microsoft access?



I am looking for a way for a non technical person to update a field on a web
page. So i want to insert a field in a page and get a way for the person
to update that field without needing 'front page'

is this doable??
