Default connection reset

When I create a new web page using the one page template in FP2003 I have a problem publishing to server. I get an error message:

426 Data Connection:
Connection Reset by Peer

When I try to publish same page a second time I do not get this message however the published "index.htm" file has 0 bytes. Consequently nothing is published. How do I get the 'index' file to publish?

I publish other web sites using FP2003 with no problems, just can't start a new one. Have tried re-loading FP2003 as well.
