Default MDE file prompting IE open...

I have a client trying to launch an Access 2002 MDE file. Upon launch, IE opens and client has to feed the local server IP address, where the MDE file resides, into the trused sites list before Access will open the file. She has to do this each time she opens the file. Does anyone know why this happens?
