How can I go about creating my own online email?

I was wondering if anyone knows of any resellers of online email. I
would like to offer online email within my own domain. Thanks.

Any host that offers a good number of email accounts will work for that.
Cpanel allows you to create email addresses on the fly...and then you can
use either a normal email program or webmail to send/receive email.

Be aware that you will be held accountable if any of your email addresses
are used to send spam, etc.

From the wording of your question I don't think you know what you want.

Do you want an web based IMAP server like squirrelmail? If you run your own
mail server then almost by definition its online & you can give anyone pop
access.
