For online secured credit card processing you will definately require
to host your website on a secured web server with SSL which would also
need you to get a digital signed certificate that includes your public
key.
You need to apply to a Certifying Authority like Verisign to get a
signed certificate.

As for the database programming you have so many choices. PHP + MySQL
is a good choice but there are several other that I can recommend. It
really depends on what you already know.
