Default is this possible? form triggers Word pop-up

I am trying to make a page where poker players who run home games can create
customer rules sheets to print out. I want to have a form with drop-down
selections where users choose different options. After they choose and clik
submit a new HTML page pops up (it is a new page to make it printable). This
can be done i'm sure. I'll do the Google research to find out how. But can it
do it so the new pop-up is a word file? or create a PDF on the fly?

This should be pretty easy.

This will be much, much harder. Beside which, you're limiting how many
people will be able to use the site. While good operating systems (like
Linux) usually include the ability to read, write and print Word and PDF
files out of the box, there are some operating systems (like Windows) that
don't include this ability and need additional software installing.
