Default Frames for Pet Adoption

I have a quick question that may be self evident. I am writing a new web
site for the Welland and District Humane Society.

I am able to write forms asking about adopting dogs cats or small animals,
but we put up our animals for adoption on petfinder. Can I use the frames
function to write a form on the bottom of a page, and use a link to the
petfinder page on the top.

Then people would see the pets on the top of the page, and contact us
through a form on the bottom of the page.
