[MV] non-Americans serving in our Highway Patrol

At least in Tennessee, according to what a few truck divers told me who have
been stopped by them and have had some communication difficulties - they do
not understand slang...........They seem to work a lot at the weight
scales..

And their accents are very pronounced, making the trooper hard to
understand.
