"In my experience", only 1 deuce at hand, I had to fiddle with the fuel delivery screw to get mine to run.  I had just the opposide problem though.  (I did get my injector pump off a 5 tonner, and I know that is part of the problem)  It would overspeed when started......so I backed it WAYYYYYYY down.  Then is acted like yours.  Just kept fiddling with it until it starts right up.  No pedal, no worries.  Fuel Delivery Screw.

Actually my biggest problem is sorta as follows , maybe someone can advise some helpful guidance: When starting it the first time in any given time after its been sitting long enough to cool off real good I have to put the accellator all the way down and it will start but barely run and I must continue this until it warms up and then it does fine. Once it runs with enough RPM to drive off if I take my foot completely off it will die but once real warm there is no noticeable problems. It seems to have the average speed, power, etc out on the road. I bought fuel filters but haven't changed them and I took it on a twenty two hundred mile trip once already. Any and all advice would be appreciated. Actually it'll be the fuel filter in my case. I'd drained it before and gotten fuel and water out, thinking I'd gotten all the water out. Turns out there was more in there.
