Interesting reading, overall it tracks well with the past Trends (Favorable and Unfavorable) that have come out of NTC and JRTC over the years. But See, http://www.fas.org/man/eprint/971211-ntc.htm

The question, writ large, is whether Army Leadership will take these and the prior "Lessons Learned" to heart, and seek the resources to accord lower commanders the time, money, and other resources needed to address the issues raised and prepare their troops for the future.
