Default Uploading a powerpoint file to a website for download

I can upload the file in Dreamweaver no problem, but when i try to
download the file from the website, it says 'file not found'. The file
is in the same directory as the page, and other files work just fine
that are also in the same directory, all on the same level.

Is there a problem with downloading a powerpoint file?

Not specifically, no.

But depending on the web server/platform, file names may be case-sensitive.

That is, if you upload MYFILE.PPT but link to Myfile.ppt, you may get that
message.
