If you are trying to use the Resource Graph feature of Project, you won't be able to get there from here. If you want to show a graph with both Actual Cost and Baseline Cost plotted over time, your best bet is to export the data to Excel using the utility "analyze timescale data in Excel" and then configure the graph as desired.
