Scale not working properly

Hi All!
I am trying to scale a textbox using following code.
But For any value of byx and byy scalling behaviuor is same.

Dim behav As AnimationBehavior
behav = eff.Behaviors.Add(MsoAnimType.msoAnimTypeScale)
With behav.ScaleEffect
.ByX = 400
.ByY = 400
End With
