| Civilians | For the "why?" you have to ask Microsoft's development team. But remember that Project Central was a very early product that was bundled free with P2000 and most people found it was worth just what it cost. Once it matured into a truly usable product it evolved into Project Server 2002 and now 2003 and of course is no longer free.
