The blower High relay is probably welded closed.
I don't know where it is at on your car though.

Why not just pull the fuse inside the car rather then disconnecting
the battery terminal every time?

A temporary solution of course.

Hi,
The same thing happened to my old 1989 Olds 98.
It was the blower control module and cost about $125 CDN a few
years ago.

Shane,

No fuse to pull for that: the blower control module gets +12V feed
via a fusible link (different blower setup on the 89-90s C68 system
than on the C65 semi-automatic HVAC system in your 88 TS and my 87).
He could however unplug the connector to the blower control module,
which is in the air handler housing right above the blower motor
(where the blower resistor unit is on our TSs).

Now if that 98 has the manual HVAC system (C60), he could pull the
connector to the hi-speed blower relay and solve the problem (but
temporarily lose the hi blower speed).
