VTEC (Variable Valve Timing and Lift Electronic Control) refers to the engine. If your car is does not have a VTEC block in it you simply cannot modify it to become one you will have to swap the engine. A replacement VTEC engine will probably cost more than the car you want to place it in.
Your local tuning shop me be able to help you however. Most Japanese ECU's can be re-mapped to give the car more horsepower without actually having to touch the engine. If you go this route though I would recommend you change you air cleaning system to make it more efficient, change your exhaust and add somehthing like a cold air inductor unit to feed oxygen to your fuel injector unit (the modern day carb!). These changes coupled with a re-mapped ECU will lead to more horses whilst also keeping the car running sweetly without over stressing your block.
After the changes you may notices a sight loss in your MPG as the engine will now be running richer - so it uses more go, go juice!
