Default Gluing Bumper Guard back on

I am not sure what it is called, that heavy-duty plastic thing that fits
under the front bumper, and looks like a second lower bumper. Perhaps it is
is some kind of protective shield against dust and pebbles.

Anyway, after a collision, one end of this plastic bumper came lose. The
only way to fix it was with glue, since the screw hole was split. I tried
several glues, but it came loose each time. My town is world-famous for
having the worst potholes in the civilized world, but does not wish to
overly publicize the fact, for some mysterious reason, perhaps connected to
city attorney's salaries.

Finally, I tried DevvCon Plastic Welder (3500 PSI), and it worked - so
far.
I did a Google Search for "strongest glue," and found that some people
think that Fas-Stick #110 is the world's strongest glue. Maybe I'll get some
